Is there anyways we can make it so that when a model goes on break it doesn't make it so people who have not joined the room yet show she is offline. Exp. Model hits break to take flirt phone, you get email she is on but when you look at model list she doesn't show. So you go to her fanclub page (if your in it) and it says she is online, however when you click the button it says she is offline.

What would be nice is make a break section so we can still get in their room.

I don't see this happening. Performers who are on break are effectively not available. While I do understand that in the specific cases you mentioned above it would be nice to get into the room, there are actually a lot more instances where performers are on break and not available at all (like off cam) which would be a poor user experience. We'd end up with threads asking why so many rooms don't have anyone on cam ;)
